"Country" in discogs is for the market was made for, not the country was manufactured.
Telarc is a US label "Cleveland, Ohio" so seems country is US as trailoff said. -

Ideally Europadisk would get "Plated At" for those releases, but because Discogs doesn't currently have a "Plated At" company role we use "Mastered At" in a wholistic sense of the mastering process. -
